Biography

Matt Foust was elected to the Board in May of 2025. He is a proud, fourth-generation Texan who was born and raised in West Texas. Growing up in a small town profoundly shaped his fundamental values of faith, community, and education. Raised in a single-parent household, Matt was inspired by the dedication of his mother—a public school teacher who retired after three decades of classroom service.

Strong public schools helped Matt achieve success and a full scholarship to Texas Christian University (TCU). It was there that Matt met the love of his life and future wife—lifelong Colleyville resident and Colleyville Heritage alumna Katie Foust. While Matt pursued his legal education at Baylor Law School, Katie supported their journey by serving as an elementary classroom teacher. After graduating, the Fousts bought their first home in Grapevine, and have lived in GCISD ever since.

Matt began his career as a litigator and trial attorney, defending individuals and small businesses throughout North Texas. Over the course of a decade, Matt tried dozens of cases to verdict, earning a reputation for his dedication and skill in the courtroom. His career later evolved into that of legal strategist, honing the ability to focus on detail within the context of a broader, complex landscape. Matt believes that comprehensive solutions to complex problems are the result of clear-eyed analysis, level-headed thinking, and unwavering optimism.

Matt is deeply committed to serving his community. In an era where face-to-face connection is sometimes secondary to online interaction, Matt believes that bridge building and fellowship are indispensably important.

Matt has coached his sons’ baseball and basketball teams, led his school’s Dads’ Club, and served extensively in PTA leadership roles—including Legislative Chair. His advocacy for public education includes leading trips to Austin to advocate for GCISD.

Matt and Katie have two boys (elementary school students), who will be educated entirely in GCISD where they’re zoned to graduate from Grapevine High School. The Foust family are active members of White’s Chapel Methodist Church. Matt raises his hand as often as possible to support others, to foster connections, and to build community. Matt’s leadership as a GCISD Trustee is defined by a dedication to faith, family, and service.

A 1991 graduate of Grapevine High School, Kathy attended Cannon Elementary and Grapevine Middle School. Her husband of 25 years, Shawn Spradley, is a 1993 GHS graduate and attended Colleyville Middle School. Together, they have two sons, both proud fifth-generation GCISD students.

Their oldest son, Hudson, graduated from Grapevine High School in 2023 and is currently a senior at Texas Tech University Rawls School of Business. Their youngest son, Nash, graduated from Grapevine High School in 2026 and will also attend Texas Tech University, where he plans to pursue Music Education after discovering a passion for band, leadership, and music during his years in GCISD. Watching their sons grow into young adults and pursue their dreams has been one of Kathy and Shawn’s greatest joys.  GCISD provided both with a strong foundation for future success.

Kathy’s commitment to education and community service extends far beyond the boardroom. She served on the GCISD Walk of Honor Board of Directors for 2 terms, where she previously served as Vice President and chaired the publicity committee and selection committee.  She remains actively involved in preserving and celebrating the district’s rich history. Kathy is also active in the Grapevine High School Alumni Association and proudly serves as a judge for the annual Homecoming Parade. In 2023, she was inducted into the Grapevine High School Hall of Fame as a Distinguished Alumni.

A woman of deep faith, Kathy has spent decades serving her church community of First Methodist Church Grapevine.  She has served on the Endowment Fund Board and Adult Council Youth Ministry, helped establish a student leadership program, volunteered on youth mission trips, and taught high school Sunday school classes. Her passion for developing future leaders has been a consistent thread throughout her life.

Professionally, Kathy has built a successful career spanning more than two decades with an international apparel company. Her experience includes leadership roles in field staff management, field marketing, omni-channel retail execution, and U.S. wholesale operations management. These experiences have equipped her with the strategic leadership, financial oversight, and relationship-building skills she brings to public service.

In 2005, Kathy and Shawn founded Holton’s Drive for SIDS in memory of their son, Holton Spradley, who tragically passed away from Sudden Infant Death Syndrome at 5 months old. Through partnerships with local businesses and community organizations, the nonprofit raises funds to support SIDS research, provide resources to grieving families, and help prevent other families from experiencing the same heartbreaking loss.  The family also provides a scholarship each year in Holton’s honor awarded to a GHS student going into the fields of child development or medicine.

Kathy’s dedication to service was shaped by the example set by her parents, David and Darlene Florence, both members of the Grapevine High School Class of 1966. Her mother devoted her career to teaching elementary students, while her father served on the Grapevine City Council before serving as Grapevine’s Municipal Judge from 1980 to 2015. Their commitment to community service instilled in Kathy a lifelong belief that giving back is both a privilege and a responsibility.

As a GCISD Trustee, Kathy is passionate about supporting students, empowering educators, and strengthening the partnership between schools and the community. She believes that public education changes lives and that strong schools are the foundation of a thriving community. Known for her ability to build relationships, tackle challenges head-on, and turn obstacles into opportunities, Kathy remains committed to honoring GCISD’s legacy of excellence while helping prepare students for the future.

Honoring our legacy, achieving excellence, and equipping students for what’s next isn’t just a slogan for Kathy.  It is a responsibility she proudly embraces every day.
